PRODUCTION PLANNING AND OPERATIONAL EFFICIENCY OF SMALL-SCALE MANUFACTURERS IN RIVERS STATE, NIGERIA

Abstract

This study investigates the relationship between production planning dimensions of demand forecasting and production scheduling and operational efficiency indicators of resource utilization and throughput efficiency among small-scale manufacturers (SSMs) in Rivers State, Nigeria. Anchored on the Resource-Based View (RBV) theory, the study responds to the limited empirical evidence on production planning practices within resource-constrained manufacturing environments in developing economies. A cross-sectional survey research design was adopted, and primary data were collected from 212 small-scale manufacturing firms through a structured questionnaire. The data were analyzed using Partial Least Squares - Structural Equation Modeling (PLS-SEM), version 4.0. The findings indicate that demand forecasting had significant positive relationships with resource utilisation and throughput efficiency. Production scheduling demonstrates a significant positive relationship with resource utilisation but shows no statistically significant relationship with throughput efficiency. The findings show that investment in low-cost forecasting technologies and adaptive scheduling mechanisms can improve operational outcomes among small-scale manufacturers. Policy recommendations emphasize capacity-building initiatives aimed at enhancing data-driven planning competencies among manufacturing entrepreneurs. The study is limited by its cross-sectional design and reliance on self-reported data.
